I have seen crankshafts used but not the chains like shown here.

I forgot to answer your question about the anti-café sign. You asked if there was a building for it. There is and it is right beside it and I was in a rush so I forgot about it. Next time I go there, I’ll get a photo of it.

At our old house, the mailbox had to be of a certain size, planted at a certain point in front or across the street from your house and could not contain certain political messages. And it had to be black. I don’t know why.
