No, actually, I think only a ding-a-ling would build a house with a bell tower! However, is this possible a renovated school or church building? It’s kinda cute.
What fun for the residents! Every morning they can ring out the old and ring in the new to entertain and inform their neighbours. They seem like they are ready for summer, too, with the umbrella and patio table and chairs. I think I’d like these people!
Kinda looks like a school bell someone fashioned onto part of the house. Curious indeed. Especially if it’s functional…and used.

I like that. A friend of mine used to live in an old schoolhouse in Vermont and had a bell like this. He had no neighbors 🙂
Years ago I lived in a place where the neighbours had wind chimes, lots of chimes – drove me batty on a breezy day. I think my tolerance level for a bell … well you get the drift.
