I’m pretty sure this is a red-tailed hawk (Buteo jamaicensis). It turned its head enough to look at me but that also disturbed it enough that it took flight.

Sounds very familiar, because that happens to me every time I try to get a close-up photo of a hawk.

I missed the migration on Hawk Ridge in Duluth, MN this year and must make a calendar note for next year so I can see some of these magnificent birds, such as the one you photographed.
